On March 2, 1867, the United States Congress enacted the charter of The Howard University, as described in the Act of Incorporation.  On December 13, 1928, Section 8 of the original Act was amended by the United States Congress to authorize annual appropriations.

The Howard University Bylaws of the Board of Trustees guide the composition and operation of the Board of Trustees.  The Board may modify the Bylaws periodically, as recommended by its Audit and Legal Committee.

It is the policy of Howard University to conduct its business dealings according to the highest degree of integrity and honesty.  As part of the University's commitment to excellence, the Howard University Code of Ethical Conduct sets forth the common obligations, responsibilities and accepted principles of ethical conduct to which all members of the Howard University community must adhere.
