Policy FAQs
1. WHAT IS A POLICY?
Policy is a set of basic principles that guides an institution’s course or plan of action. At Howard University, a University Policy is defined as a policy that has institution-wide application, supports the University’s mission, has an impact on a substantial portion of the University community, emanates from the Board of Trustees, or emanates from authority delegated to the President by the Board of Trustees. These policies are reviewed by the University Policy Council (UPC) and posted on the University’s policy website here.
Unit Policies are defined as policies issued by one of the University’s schools, colleges, departments or divisions that pertain to matters of interest and responsibility specific to that school, college, department or division. Unit Policies cannot contradict or override University Policies. More information can be found in Policy Definitions.
2. WHAT IS THE POLICY ON POLICIES?
The Policy on Policies describes a process for managing policies at Howard University. It sets forth definitions, nine categories of policies, policy procedures, and a policy format. More information can be found at Policy on Policies and Policy Template.
3. AS A KEY STAKEHOLDER, CAN I SUBMIT A POLICY IDEA FOR CONSIDERATION?
Yes. There are several ways that a policy may be initiated. Policy may be initiated by a Responsible Officer in response to laws, regulations or best practices; an action taken by the Board of Trustees or President; or upon recommendation of other key stakeholders.
If you perceive a lack of coordinated policy or a need for revised policy, as a valued member of the Howard University community, you have two options for submitting a policy idea for consideration. You may submit your recommendation, using the Policy Template as a guide, to the pertinent Responsible Officer (as identified in the Policy on Policies), or you may email the policy to the University Policy Office at policy@howard.edu. To be considered, your policy proposal must conform to the requirements of the Policy Template.
4. WHAT IS THE ROLE OF THE UNIVERSITY POLICY OFFICE?
The University Policy Office facilitates the University’s policy management process; organizes and maintains the policy website; serves as a resource for Responsible Officers and their offices in the formulation of policies and procedures; serves as a point of access for policy development, and assists departments as they navigate the policy review and approval process.
